JPay was established by Ryan Shapiro in 2002, though he stepped down in 2016 to be replaced by Errol Feldman as CEO. This company has focused on providing multiple services for the inmate population of federal correctional facilities, expanding its offerings as technology advanced to include its custom JP3 with purchasable music for its library of tracks.
