Keystone First, a Medical Assistance (Medicaid) managed care health plan, has its roots in the Mercy Health Plan, which was founded in 1982 at Misericordia Hospital in West Philadelphia. It was established to address the issue of Medicaid patients using the emergency room for primary care. In 1992, Mercy Health Plan became the first Medical Assistance managed care plan to receive NCQA accreditation. The plan continued to grow and in 1996, it formed a partnership with Keystone Health Plan East to become Keystone Mercy Health Plan. In 2012, it became Keystone First, serving over 300,000 Medical Assistance recipients to foster healthy communities in the five-county Greater Philadelphia region.
Under Keystone First, patients can receive regular eye exams, dental care, and other forms of medical care. There is an advanced form of the plan known as the Keystone First VIP Choice plan to provide coverage for those with dual-eligible special needs. There is also a HealthChoices plan that covers 70,000 individuals.
The health partners of Keystone First include a network of committed healthcare providers, hospitals, and pharmacies. Keystone First, coverage by Vista Health Plan, is an independent licensee of the Blue Cross and Blue Shield Association, serving the health insurance needs of members. Additionally, Keystone First invites providers to partner with them in making a long-term commitment to being anti-violence advocates and launching Healthy Families, Safe Communities, an education campaign including materials and resources for both members and providers.
