PHH was originally founded by three men in 1946 in Mount Laurel, New Jersey. Seven years later, it would become incorporated as the Maryland Corporation. It would provide fleet management, mortgage, and employee relocation services as that entity. For a period of 8 years between 1997 and 2005, it operated as a subsidiary of the company now known as Avid Budget Group. Circumstances led to it becoming an independent operation under the PHH name in 2005. Nine years later, they would offload their Fleet Management services to the Element Financial Corporation for $1.4 billion. 2018, the company was purchased by Ocwen Financial Corp for $360 million, and it remains its owner to this day.
